Kenny Low found that private candidates were underperforming in the GCE examinations. Understanding the profile candidates to be mostly premature school leavers, repeat students or students who aspire to have more choices for tertiary education, Low felt that more support need to be given to them.
With support from City Harvest Church, City Harvest Education Centre (currently renamed to City College) was registered with the Ministry of Education in 2002 with its first batch of 20 students.
To-date, City College had graduated more than 1,000 students, with numerous inspiring stories being told in the local media.
